Abstract

This research aims to identify beneficiary recipients and uses four methods to determine criteria and weights to determine the allocation of benefits received by each beneficiary. The method used is based on the FCPF-Carbon Fund Indonesia benefit sharing plan, the Analytic Hierarchy Process (AHP) method, the Fuzzy Analytic Hierarchy Process (Fuzzy-AHP) method, the Criteria Importance Through Inter-Criteria (CRITIC), Distance Correlation-based Criteria Importance Through Inter-Criteria (D-CRITIC). Benefit calculations use Multi-Attribute Utility Theory (MAUT) to calculate the allocation of benefits to each beneficiary. Pearson Pairwise correlation analysis method was used to conclude the study.

The East Kalimantan region was identified into 35 regional units with 31 managers as beneficiaries. Based on the Pearson correlation test conducted on the allocation of financial benefits, it was found that the forested area exhibited a highly statistically significant positive correlation with the criteria weighting methods such as AHP, Fuzzy-AHP, CRITIC, and D-CRITIC. Conversely, it did not correlate with the BSP FCPF-Carbon Fund method. However, concerning annual deforestation area, the BSP FCPF-Carbon Fund method demonstrated a very statistically significant positive correlation, while showing no correlation with other methods except for the AHP method. Notably, the AHP method indicated a statistically significant negative correlation with the criteria for annual deforestation area in the period of 2006-2016.

The distribution of financial benefits from the GHG emission reduction program necessitates upholding the principle of justice for the beneficiaries. This can be achieved through approaches such as the authority approach and the area ownership approach, while ensuring the acceptance of the beneficiaries.
